Application requirements 

Applicants for a private hire operator’s licence must:

  • Have the right to live and work in the UK.
  • Apply for a basic DBS certificate.
  • Complete safeguarding training 
  • Apply for a certificate of lawfulness.
  • Submit a completed application form.

Any applicant with a conviction, caution, motoring offence or fixed penalty notice must declare so on the application form they submit as part of the process. The application will then be referred to the licensing enforcement officers for a decision to be made in accordance with our:

Operating address

The operating address must be located within the Royal Borough of Windsor and Maidenhead.

Certificate of Lawfulness

All operators within the borough must have a Certificate of Lawfulness granted from Planning when operating from any building/premises. Applications can be made on the Planning Portal via the following link:

  • Applications - Planning Portal - the application you need to make is for ‘Lawful Development – Proposed Use’.

Please be advised this process may take several weeks so you should consider making this application before applying for your Basic DBS Certificate.

Basic DBS application

Applicants are required to have a basic Disclosure and Barring Service (DBS) check. You will need to provide a consent code for a digital certificate to allow officers to view it. 

If an applicant/company director has any criminal convictions(s), caution(s) or any other outstanding legal matter, they must declare so on the application form. 

Please note: A DBS certificate is valid for 28 days from the date of issue printed on the certificate.  It is the applicant’s responsibility to ensure that the DBS certificate is submitted to the licensing team within 28 days of issue.

Safeguarding Training 

Safeguarding awareness training – this course must be delivered by an appropriately qualified trainer, either in person or virtually. 

Certificates submitted for e-learning courses will be refused and the applicant will be required to re-do and pay for the course in the correct format. Please contact the below approved providers to arrange training; fees are set by and paid to the provider:
