Recently there has been controversy about the preauthorisation of up to £19 in parking fees when using the RingGo parking app.
On the RBWM website it is aimed that this is a requirement of the Secure Card Authentication (SCA) Regulations derived from EU Payment Services Directive (PSS2).
As RBWM have stated that preauthorisation of payments for the RingGo parking app is due to the SCA Regulations I would be grateful if you could send me the exact reference for this provision in the SCA regulations.
