I am writing to enquire about self-build permissions in RBWM. Planning permission 22/01717 I understand that approved planning 22/01717 has commenced. The legal agreement secured 7 self-build plots. However please respond to the following: 1. Have the self-builders submitted CIL Form 1 and CIL Form 2 for the 7 plots? 2. Has development commenced? 3. Have the plot passports and marketing strategy in relation to the self-build plots been submitted to the council and approved? 4. Has the council been informed that marketing has commenced on this plot for self-build plots? 4. Have these 7 plots been recorded in the purported delivery of development permissions for self- build plots in RBWM? 5. The RBWM Self-Build and Custom Housebuilding Guidance Note 2023 at para 2.6 is clear that "Homes purchased...without input into the design and layout from the buyer would be considered to fall outside the definition." The planning 22/01717 was approved in FULL before the self-build plots were marketed. Therefore the self-builders will not have primary input into the design of their home and so the self-build plots do not meet the legislative requirements and cannot be counted, please confirm? Or explain how they can be counted if the self-builder does not have primary input into the design. General Self-build question 6. RBWM have advised me that self-build plots need to be approved as phased development in order that any enabling works or implementation of the planning permission does not trigger the CIL liability for individual self-build homes. Each self-build plot requires it's own phase for each home in order for the CIL exemption to be granted. Without a phased planning approval self-builders will not be able to obtain the CIL exemption for their home and so will be required to pay the CIL levy. Please confirm. 7. Government regulation that postdates the Local Plan gives an exemption for self-build sites from complying with BNG requirements. Please confirm that RBWM follows the government regulation and duly affords the BNG exemption to self-builders. 8. How does the council record how many individual members are in the associations listed on the self-build register?
