Enforcement and dealing with complaints

We undertake regular inspections of all licensed caravan sites within our area. The frequency of inspections will vary from site to site. 

We serve compliance notices to site licence holders where they have breached site licence conditions.

These notices tell the site licence holder:

  • Which condition has been breached.
  • The date that the breach should be resolved by.

Failure to comply with the notice is a criminal office.

Our officers have the right to enter a caravan site or land under an application for a caravan site licence so long as:

  • We have given 24 hours’ notice.
  • Entry is at a reasonable time.

Where residents are concerned about conditions on the site, or about the management of the site, they must first raise the matter with the site manager or licence holder. 

If they do not resolve the issue, they can log a service request with residential services by emailing residential.services@rbwm.gov.uk

The council can only intervene where the issues being reported relate to the site licence, or where the site owner is committing a relevant offence under the Carvan Site legislation. 

We do not enforce site and park rules. You should contact the park owner/operator if you think the rules are not met.

If you are not happy with the response from the park owner/operator you can take your case to the First-tier Tribunal (Property Chamber) - GOV.UK.

The Tribunal can settle certain types of dispute, for example:

  • Changing a residence agreement.
  • Changing the pitch fee.
  • Moving a park home.
  • Damage and repairs to the site.
  • Transferring ownership of a park home to someone else.
