New Local Plan

We are preparing a new Local Plan to guide development, safeguard our environment, and support sustainable growth across the borough.

New Local Plan Timetable

As part of the new way of preparing local plans, the Government requires Councils to publish and keep under review a timetable for preparing their local plans.

This replaces a previous requirement to publish a Local Development Scheme. The timetable to prepare the new local plan is set out below and replaces the previous Local Development Scheme.

The new Development Plan for the Royal Borough of Windsor and Maidenhead is a local plan that will cover the whole of the geographical area of the Royal Borough.  

It will cover the range of planning policy matters that would normally be covered by an authority wide local plan and that are required by national planning policy and guidance, including matters relating to housing, economic development, transport and infrastructure, and environmental protection and enhancement. It will not cover matters relating to minerals and waste planning.

The Council does not at this stage intend to prepare any supplementary plans.

The Council intends to review its Community Infrastructure Levy (CIL) Charging Schedule in parallel with the preparation of the local plan. It anticipates consulting on a draft revised CIL Charging Schedule at the same time as consultation takes place on the Proposed Local Plan, and an examination at the same time as the examination on the local plan.

Timetable

This timetable takes effect from Wednesday 24 June 2026.

The Local Plan timetable may change over time.  We will update it as required and publish any changes.

Submission of Local Plan for independent examination 30 November 2028
Adoption of the Local Plan 29 April 2029

Data Standard

The Government requires us to publish the local plan timetable and other planning data in an approved data standard format.  This standard is a CSV file containing the timetable and one containing the data.

The first CSV file contains the timetable above and will be updated when changes have been made to the timetable and when milestones have been met. The second CSV file provides headline data about local plans in the Royal Borough. The data within these files is being provided to government under the Open Government Licence.
