Submitted 2024/2025

Presented by: Sarah Vickers - Petition submitted Tuesday 22 April 2025

Lead Officer: Ben Wright, School Place Planning & Capital Programme Manager - Education (Achieving for Children)

Petition: We the undersigned are concerned citizens who urge our leaders to act now to address the pressing issue of the continuing effects that having the Nursery gate re-opened in Powis Close is having on its immediate residents and the wider community.

This matter is of great significance, and we believe that immediate action is necessary to ensure a better future for all. The Nursery gate was originally closed due to safeguarding issues about 26 years ago and safeguarding issues are on the increase as we are all aware. Powis Close is a small close and not used to heavy traffic, the turning bay is regularly parked in by the Nursery Parents/ Carers, so residents are unable to use it, and this causes ongoing frustration and anxiety especially for those people with disabilities. We as residents are yet again suffering the same and increasing issues as before when the gate was open with people having no respect for us, our property and the environment. Retired and elderly residents feel uncomfortable sitting outside their flats in the nice weather due to the high increase of people and cars. We as residents used to have a break from the noise of the Nursery as it was only open during term time and ran for shorter hours but with the new Nursery being run privately this is no longer the case and during the warmer months, we are unable to enjoy time in our gardens.

Petition: We the undersigned petition the Royal Borough of Windsor & Maidenhead to reduce the speeds and volume of the traffic in Mossy Vale by making it a 20mph road.

Mossy Vale is a small residential street which links Bridle Road with the A308 Furze Platt Road. South of Mossy Vale runs Harrow Lane which connects Furze Platt Road (A308) with Cookham Road (B447) and has traffic calming features i.e. speed cushions. Similarly, on the northern side, Malvern Road also has speed cushions to calm traffic speeds. As Bridle Road connects Harrow Lane to Malvern Road as well as Mossy Vale, many drivers use Mossy Vale (which does not have any traffic calming features) to avoid traffic speed cushions in Harrow Ln and Malvern Road. As a result, Mossy Vale is subjected to a speed and volume of traffic it is not suitable and safe for. Often in the morning peak, some drivers show a complete disregard for the residential nature of the street and in addition to noise and pollution, raise a serious safety risk, especially for the children and parents who walk/cycle to nearby primary and secondary schools or bus stops to be picked by school buses. Mossy Vale is not suitable for a 30mph speed limit. We, therefore, request the following:-
a) Mossy Vale should be a 20mph road (just like many other side streets off the A308/Furze Platt Road).
b) To bring Mossy Vale in in line with other east-west links (Harrow Ln, Malvern Rd) it should have speed cushions or similar traffic calming features.
c) Potholes at the junction with Furze Platt Road should be fixed and consideration should be given to resurfacing of the road.

Lead Officer: Tim Golabek - Service Lead, Transport, Highways and Parking

Petition: We the undersigned petition the Royal Borough of Windsor & Maidenhead to provide a bus service to find a solution to the traffic problems on Sunninghill High Street which causes serious danger to children and other pedestrians. The current traffic situation on the B3020 at Sunninghill High Street cannot continue. Due to on street parking and a complete lack of traffic management, there is absolute gridlock several times a day. People use the junction of the High Street and School Road as an unofficial passing place - immediately outside a primary school. Parking on the High Street during peak times reduces the road to a single lane causing serious congestion. This in turn causes drivers to speed along the High Street when seeing that the lane appears clear before being blocked again by oncoming traffic. The parked vehicles and waiting traffic obstruct vision and access to the pedestrian crossing outside the Novello Theatre leading to St Michaels school. This has resulted in numerous near misses where children have narrowly avoided being run over.

Update: This petition was submitted to the Assistant Director and relevant lead officers. The lead petitioner has been in regular contact with officers who are going through the correct steps to achieve a possible resolution. The lead officer has asked those officers to create a short summary of the progress made so far and what the next steps will be. This will be presented to the Assistant Director and the relevant Cabinet Member, and will then be sent to the lead petitioner. If all is agreed, no further action will be required.

Petition: We the undersigned petition the Royal Borough of Windsor & Maidenhead to stop any introduction of parking charges in Ascot, Sunninghill & Sunningdale high streets. RBWM are currently looking at ways to boost their finances. One of the ideas is to introduce parking charges across Ascot, Sunninghill & Sunningdale. Many users of these shops are people who don't live within walking distance, have young kids or limited mobility so need to drive. By introducing charges, it will be seen as another tax on motorist and the demise of our high streets. I feel by introducing parking charges, it will see the already low footfall get even lower. Shops in our local high streets are already struggling and this will be the straw that breaks the camels back.

Update: This petition was submitted to the relevant lead officer. The lead officer confirmed that he would contact the relevant Cabinet member and provide further updates following this.
