Apply / amend / renew a resident or waiver permit

It is the responsibility of the vehicle owner to renew the permit in good time.

All Resident Permits and Vouchers are now virtual. 

There will no longer be a  physical permit sent. Residents will be asked to create an account and register their address in the MiPermit system.

All permits can be managed and viewed through this service.

Important information

  • It is the responsibility of the vehicle owner to renew the permit in good time. Parking should not commence until the application is approved by the Council (email confirmation will be sent). In the meantime, you should find alternative parking.
  • You will be liable for any Penalty Charges Notices (PCNs) you receive if you do not hold a valid permit - even if you have applied for one.
  • The permit will be valid for a period of 12 months or until the Permit Holder ceases to be a resident of the property or the owner of the vehicle to which the permit applies (whichever is first).
  • Goods vehicles exceeding 2000kg, business vans, lorries and buses are excluded from the scheme. Also you cannot park trailers or caravans whether they are linked or stand alone in a Resident Permit Area. All vehicles must be able to fit into any markings of the bays or area.
  • A permit will be issued according to the Zone you live in. The maximum number of permits allowed at any one property is usually one or two.  This will be reduced if you have any off-street parking, e.g. driveway or garage. Not all roads or properties are eligible for a permit.
  • Any property let for periods of less than 90 consecutive days (including but not limited to those listed on platforms such as Airbnb, Booking.com, or Vrbo) are excluded from the scheme. Properties found to be in breach may have any existing permits revoked and may be subject to fines or enforcement action.
  • If a property has been converted, reducing the number of available parking spaces, then you will not be able to apply for a permit to replace the lost space(s).
  • If a property has been converted from Commercial to Residential use it will not be eligible for any Resident Permits.
  • The granting of a permit does not guarantee that a space will be available. Parking is only allowed in the Zone(s) assigned to your permit. The permit only entitles you to park in Resident Permit Holders Areas / Bays.
  • If your vehicle is off the road and you have a courtesy car or hire vehicle it will be necessary to obtain a Temporary Permit.
  • Notes on the dashboard cannot be accepted in lieu of a valid permit.
  • You are not allowed to park in a Suspended Parking Bay. This will result in enforcement action being taken.
  • All motorcycles must hold a permit if they are parked in a Resident Parking Area.
  • If your permit is for Zones: E,F,G,H,I,J or K, parking on the Guard Change Route will be prohibited between 9am - 12pm on the days of it taking place. Further information about the times of the Guard Change
    This permit also allows you to park as follows:
    Saturday / Sunday  -  Windsor Dials Car Park -  9am - 6pm.
    Monday - Sunday  - All RBWM Council Car parks except River Street -  6pm - 9am.

Proof of residency

When making your application you will need to provide the following documentation.

Documents must be dated within three months except the council tax bill which should be for the current year.

Failure to provide the relevant documentation will mean the application will not be processed and the permit will not be issued. You will be liable for any PCN(s) issued during this process.

  • Proof of residency for new permits and changes of address. 
    For example:
    • Council tax bill.
    • Tenancy / lease agreement.
    • Recent utility / telephone bill.
    • Bank / building society or credit card statement.
  • Proof of ownership of the vehicle. 
    For example:
    • DVLA form.
    • Schedule of motor insurance.
    • Company letter.
    • Lease agreement.
    • Hire agreement.
    • Purchase invoice.

Charges: Resident Permits

  • First Permit: £50.00.
  • Second Permit: £225.00.
  • 3rd or 4th Permits (Eligible Zones Only): £330.00.
  • Change / Amendment of Permit: £10.00.
  • The charges are non-refundable. Please ensure that you use the correct permit type (First Permit, Second Permit, Third Permit or Fourth Permit) when applying, otherwise the application will be refused and you will need to apply again. You will not be able to park without a valid permit.
  • Electric vehicles are charged at the standard fee.

Apply for or renew a permit

For applications using the MiPermit / Virtual Permit Scheme you will need to provide evidence of address and vehicle ownership as listed in the terms and conditions.  This should only be required for the first application on the new system. Proof documents will not be needed for further applications if nothing has changed.

Applications should not be made earlier than four weeks prior to the expiry of your permit.

Change of vehicle application

  • When changing your vehicle it will be necessary for you to complete a Change of Vehicle form below. 
  • Please do not use this option if your current Resident Permit is valid for less than six weeks. Please select the Renewal option on the form.

Charges

Administration fee of £10.00 will apply for changes or amendment of permit.

Waiver permits

  • Waiver permits can be Applied / Amended or Renewed in the same way as a Resident permit, please use the link below.
  • Waiver permits are only eligible in certain roads.  (Cedar Drive, Onslow Road & Priory Way, Sunningdale and Green Lane (Between The Meads and Imperial Road) Windsor.
  • The proof document requirements are the same as for a Residents permit, as per the terms and conditions.

Charges

  • 1st Waiver Permit - £100.00.
  • 2nd Waiver Permit - £150.00.
