Around a third of carbon emissions in the borough come from residential properties and energy costs can have a significant impact on household budgets.

Warm homes grant

The Warm Homes grant will be running until March 2028.

Warm Homes is a government-funded scheme designed to help households make their homes warmer, healthier, and cheaper to run.

This scheme is similar to the Energy Company Obligation (ECO4), which local councils (including RBWM) deliver in partnership with trusted installers.

Through Warm Homes, eligible households in RBWM can access free or heavily subsidised home improvements, such as:

  • Loft, cavity wall, underfloor or solid wall insulation.
  • Low-carbon heating systems (e.g. air source heat pumps).
  • Solar panels and renewable energy technologies.
  • Draught-proofing and energy-efficient windows or doors.
  • Smart heating controls and energy-saving measures.

Who can apply?

To be eligible, your home must:

  • Be privately owned (either by you or your landlord).
  • Have an Energy Performance Certificate (EPC) of D, E, F or G – if you do not know your home’s EPC, you can find it out when you apply.
  • Your household income must usually be £36,000 a year or less. If you earn more than that, you might still be eligible if someone in your household is getting certain benefits

How to apply

Applications in RBWM are managed by Agility Eco Services.

  • Check your eligibility – visit the Warm Homes eligibility checker.
  • Submit an enquiry – fill out the application form via our delivery partner.
  • Assessment – a qualified assessor will check your home’s energy performance.
  • Installation – approved installers will complete the works at little or no cost to you.
