Crisis and Resilience Fund (CRF)

The scheme is designed to assist those experiencing an unexpected financial shock and build financial resilience.

The CRF runs from Wednesday 1 April 2026 to Saturday 31 March 2029  utilising funding provided by Government to support local residents. 

There are four elements to the scheme: 

  1. Crisis Payments.
  2. Housing Payments.
  3. Resilience services.
  4. Community co-ordination. 

Crisis Payments and Housing Payments will provide direct financial assistance while Resilience Services and Community Co-Ordination will provide indirect financial assistance. 

If you are experiencing hardship because of an emergency or crisis, and you do not have sufficient funds to manage the situation, you may be eligible for support under this scheme. 

Crisis payment

To be eligible for a Crisis payment you must: 

  • Be a resident of RBWM or be placed outside the Borough by the RBWM housing team.
  • Be able to evidence a specific financial emergency or crisis.
  • Have insufficient financial resources to meet the financial emergency or crisis.
  • Have exhausted all other available sources of assistance.

Housing payment

Crisis Resilience Fund (Housing Payments) (CRF HP's) are intended to provide short-term financial assistance and are available to existing Housing Benefit claimants or those receiving the housing cost element of Universal Credit.

They are based on individual circumstances and you will need to complete a (CRF HP) application form and provide as much information as possible to support your claim.

Resilience services and Community Co-ordination

Resilience services

In order to build resident’s financial resilience and better equip them to cope with future financial shocks, authorities are required to consider any applications made as a gateway to wider support. 

Therefore, anyone making an application for a Crisis Payment or Housing Payment may also be referred to an appropriate Voluntary/Community Partner for indirect financial assistance an advice centred around maximising their income, reducing debt and future resilience on support.  

Community Co- ordination

In order to ensure that residents are appropriately supported, authorities are also required to invest in activities that connect and enhance the local support groups.
