Apply for an explosives and fireworks storage licence

If you want to store up to 2,000kg of explosives you will need to apply to us for a storage licence, with the exception of explosives that requires an explosives certificate (for example blasting explosive or black powder) where you will need a licence or registration from your local police.

If you manufacture explosives or if you want to store 2,000kg or more you will need a licence from the Health and Safety Executive (HSE)

You will need to pay a fee before we grant a licence. All fees depend on Net Explosive Content (NEC) being stored.  Fees are lower for renewals to existing licences.

New licence to store explosives where, by virtue of regulation 27 of, and Schedule 5 to, the 2014 Regulations, a minimum separation distance of greater than 0 metres is prescribed - licensing >250kg NEC with a maximum 2000kg NEC:

Renewal of licence to store explosives where a minimum separation distance of greater than 0 metres is prescribed - licensing >250kg NEC with a maximum 2000kg NEC:

New licence to store explosives where no minimum separation distance or a 0 metres minimum separation distance is prescribed - licensing <250kg NEC:

Other fees

  • Licence variation (amending name of licensee or address of site) - £38.
  • Licence variation (other) - reasonable cost of the work done by the licensing authority.
  • Transfer of licence or replacement licence document - £38.

Please note that the time-limited fees given above are for whole years. Fees for parts of a year will not be pro-rated. For example, the fee for a new local authority storage licence for 9 months would be £139 (three quarters of the annual fee of £185).
