Flag Flying Protocol

 

Daily flag flying

The Union Flag is flown daily at the Town Hall, Guildhall and York House, except when replaced by an authorised alternative flag. The flags predominantly flown at the Town Hall and Guildhall, as well as those at York House are listed below.

Flying flags at half-mast

Flags will be flown at half-mast:

  • On the death of the Sovereign.
  • On the death of a member of the Royal Family, as directed by the Palace.
  • On the death of a serving or former Prime Minister.
  • On national days of mourning declared by HM Government.
  • On the death or funeral of:
    • a serving RBWM councillor.
    • a former mayor.
    • a Freeman of the Borough.
    • a serving member of the armed forces from the Royal Borough.
    • at the discretion of the Mayor or Chief Executive.

Requesting permission to fly an alternative flag

Community groups, charities, and organisations may request that a flag be flown at the Town Hall or Guildhall if their request meets the following criteria: must demonstrate that the flag:

  • Represents unity, inclusion, or community benefit.
  • Reflects RBWM’s values.
  • Is non-political and  non-commercial.
  • Does not conflict with national or civic flag days.
  • Is respectful and appropriate for a Royal Borough.

Decision making

  • Decisions are made by the Leader of the Council in consultation with the Mayor.
  • The Chief Executive may approve urgent or time sensitive  requests.

The council may decline a request to fly a flag if any of the following apply:

  • The Union Flag is scheduled to be flown on the same day.
  • The request does not comply with national or local government guidelines on flag flying.
  • The proposed flag flying would cause operational disruption to council services or activities.
  • Flying the flag could negatively impact community cohesion or community relations.

Flying flags in the borough

As a council, we are proud to fly both the Union Jack and St George’s flags, and to mark civic occasions in line with national guidance. Residents are also able to fly flags on their own private property. 


However, hanging or painting flags where they may create safety risks, such as reduced visibility or distraction for road users, or risk injury or damage, or attaching items to public infrastructure or marking highways without permission is unlawful under the Highways Act 1980 and may result in enforcement action. 


We will remove unauthorised flags where necessary, prioritising cases that pose a risk to public safety and taking a proportionate approach that also safeguards council officers and contractors.
