Pursuant to the Freedom of Information Act (FOIA) 2000 and the Environmental Information Regulations (EIR) 2004, I hereby request the disclosure of all information, internal memos, legal briefs, correspondence, meeting minutes, system audit logs, and recorded datasets held by the Place Directorate, Trading Standards & Licensing, Environmental Protection, Planning Enforcement, Outdoor Facilities, and Property Services concerning the land, operations, and enforcement tracks at Hanover Way, Windsor, SL4 5NW.
To ensure this request remains focused and proportionate, please limit the search parameters to records generated between 1st July 2026 and 17th September 2026 inclusive (the date of this request).
Please provide electronic copies of the following:
1. Property Services, Asset Management & Stage 2 Tracking (Files: COM005933 & LH593)
•    All internal and external communications, emails, memos, and files held by Nadine Barnes (Head of Property) or the Asset Management team regarding Stage 1 Corporate Complaint COM005933 and its subsequent escalation to a Stage 2 Review.
•    All reports, field notes, and photographic evidence generated during or after the physical land compliance site audit conducted by Property Services on or around 26th August 2026.
•    Any internal discussions, legal reviews, or estate logs concerning the venue's operational compliance with Paragraph 9 (General Nuisance Covenant) of the 1979 Headlease, specifically cross-referencing late-night vocalisation noise logs, external dispersal disturbances, the two specific outdoor live music events, the empty glass bottle recycling disposal impact noise, and the unpermitted early-morning delivery curfew breach noise.
•    Copies of all formal notices, breach of covenant letters, informal warnings, or written contract compliance advice issued by Property Services or the Landlord Asset Management team directly to the venue operators, trustees, or committee members.
2. Planning Directorate Back-End Audit Logs & Legal Guidance (Stage 2 Review File: COM005818)
•    All internal emails, case records, and memos passed between Deputy Head of Planning Louise Reid, Enforcement Team Manager Arron Hitchen, and Principal Officer [name] regarding the final Stage 2 determination letter issued on 16th September 2026.
•    The specific internal legal advice, policy guidance, or legal briefs relied upon by Louise Reid to determine that the transitional provisions of the Levelling-up and Regeneration Act (LURA) 2023 preserved a 4-year rule for development that had not fully achieved 4 years of continuous immunity prior to 24th April 2024.
•    All internal discussions, file notes, and correspondence concerning the statutory classification of the on-site shipping containers, explicitly capturing the conflicting assessments where the units were defined as both a "use of land" and an "operational development" within the same enforcement file track.
•    Copies of all formal Planning Contravention Notices (PCNs), planning breach letters, informal enforcement warnings, or written land-use planning advice issued by the Planning Directorate directly to the venue management or land occupiers.
3. Trading Standards, Licensing Authority & Environmental Health (File: COM005819 / PL051299)
•    All internal emails, case history database logs, and correspondence held under corporate complaint reference COM005819 involving Trading Standards & Licensing Manager Greg Nelson, Licensing Enforcement Officer [name], Technical Officer [name], and [name].
•    All emails, case logs, videos, and photos regarding the complaints submitted on the 5th and 6th of September 2026, including the unauthorized external amplified music event and the late-night crowd vocalisation disturbances.
•    All internal communications, notes, videos, and investigation logs regarding the private wedding function on 24th–25th July 2026 operating until 2:00 AM, and the unpermitted outdoor live music band, livestock enclosure, and biosecurity violations on 8th August 2026.
•    The breach of the mandatory 19:00 hrs glass disposal cut-off time on 13th August 2026 at 20:03 PM, and the breach of the mandatory 07:30 AM commercial delivery arrival threshold by a Trade team delivery truck on 28th August 2026 at 06:58 AM.
•    A copy of the confidential formal warning advice notice issued by Greg Nelson to the venue management on or around 13th August 2026 regarding operational controls and public nuisance restrictions.
•    Copies of all formal statutory noise or licensing notices, warning letters, informal guidance memos, or written operational advice notices issued by the Licensing Authority, Trading Standards, or Environmental Protection directly to the venue management or Designated Premises Supervisor (DPS).
4. Elected Member Communications (Councillor-to-Venue & Council Loops)
•    All correspondence, complaints, and emails passed between Ward Councillor Alison Carpenter (or any other sitting ward member) and Council officers regarding this site's boundary lines, late-night vocalisation noise logs, external dispersal disturbances, the two specific outdoor live music events, the empty glass bottle recycling disposal impact noise, and the unpermitted early-morning delivery curfew breach noise.
•    All unredacted copies of communications of any type (including emails, written letters, letters sent in confidence, text messages, notes of phone calls, or records of physical/virtual meetings) between any RBWM Councillor, and the venue, its operators, sitting trustees, committee members, or management regarding any of the operational or structural issues highlighted at this location.
5. Outdoor Facilities & Parkland Land-Use Logs (Sawyers Close Park)
•    All internal emails, booking logs, and memos held by the Outdoor Facilities department regarding the New Windsor Community Association (NWCA) or the New Windsor Social Club, and Windsor & Eton Football Club.
•    All internal records, booking data, and tracking updates regarding the unpermitted team sports, league matches, storage of goalposts, and facilitated group usage within Sawyers Close Park recorded on 5th September 2026.
•    Copies of all formal land-use alerts, booking warning notices, informal advisories, or written parkland use permissions issued by the Outdoor Facilities department directly to the venue, its affiliate football clubs, Windsor & Eton Football Club, or team coordinators.
6. "The Noise App" System Access and Archive Audit Logs (File: 26/02339/NOIALC)
•    All recorded back-end system metadata, file access entry logs, and internal officer validation timestamps within the Council's 'The Noise App' dashboard portal linked to my user profile.
•    This explicitly requires automated tracking logs confirming if, when, and by which named officers (specifically including [name] or [...] submitted digital audio recordings and video logs for files 26/02222/NOIPUB (including the 24th July 2:00 AM dispersal) and 26/02339/NOIALC (including the 5 security alarm activations within 22 days spanning 9th August to 1st September) were reviewed, downloaded, or evaluated.
