Resolved: That this Council:
i) Referred all future proposals to amend Section 106 agreements relating to the AL21 allocation site to the Windsor and Ascot Development Management Committee.
Update: Council agreed this unanimously and it has been submitted to the Assistant Director.

Resolved: That this Council:
i) Noted that fly tipping continued to be an issue and asked that Cabinet explored other mechanisms to further deal with fly tipping at known hot sports in the borough and that this would be explored within the next six months.
ii) Recommended Cabinet to consider the most appropriate measures to remove illegal items attached to public assets and that this would be explored within the next six months.
Update: Council agreed this unanimously and it has been submitted to the Assistant Director.

Resolved: That this Council:
i) Agreed that our Development Management Committees play a vital role in democratic oversight and community empowerment in planning decisions with Government’s characterisation of Committees as blockers clearly misplaced.
ii) Expressed deep concern that the Draft Regulations were overly prescriptive, provided no alternative to call-in and should instead introduce a more flexible framework.
iii) Requested that the Leader of the Council and Cabinet Member for Adult Services, Planning and Governance, provided a response to the government consultation on the Draft Regulations to record this Council’s objections and conveyed any alternative proposals emerging through the debate.
Update Complete: Council agreed this unanimously. A joint representation had been written by the Council Leader and the Cabinet Member for Adult Services, Planning and Governance, and was sent to central government’s national scheme of delegation consultation on Thursday 23 April 2026.

Resolved: That this Council:
i) Affirmed that preparing scoping documents and assessing matters for Overview and Scrutiny engages councillors’ rights under Article 2.4(i) of the Constitution and the common law “need to know” principle (Part 8E, Rule 25), provided the councillor can show good cause by clearly articulating the purpose of their scoping document and why the information is therefore required.
ii) Urged all councillors to engage fully with the Scrutiny Officer, whose statutory duties include providing them support and guidance in relation to the Overview and Scrutiny, which includes during the preparation of scoping documents and in facilitating access to information.
iii) Noted the importance of cooperation by all officers and members of the executive in responding promptly to information requests, confirming the Scrutiny Officer is empowered to propose suitable lawful sharing arrangements, where exempt or restricted information is involved, and to escalate matters where they are concerned by the level of cooperation received.
Update: The Scrutiny Officer continues to develop the scrutiny function and urges all councillors to engage with them when it comes to scoping items to come before any of the three panels.
