Aspire House provides safe housing for up to 20 care leavers over 18, enabling them to remain living locally keeping them close to their families, work, and education as they transition to independence.
We will assess residents' suitability for this provision based on need and their readiness for independence. On site staff will support them in developing independent living skills, such as money management and home maintenance, until they transition into social housing.
The council forum for young people in care, Kickback, and the Care Leavers Forum directly shaped the facility's setup, with input on staff recruitment and interior design and the name of the facility. Achieving for Children, which provides Children’s Services for the borough, will operate the facility, with on-site staff to support and maintain a safe, welcoming home.
Following council approval earlier this year, the investment of £1.19 million will reduce costs of alternative care for young people in the borough and reflects the Royal Borough’s commitment to providing high-quality, local provision for children in care and care leavers.
Cabinet Member for Children's Services, Education and Windsor, Cllr Amy Tisi, said: “Every young person deserves to have the best life possible, and this can only happen through support during those early years of adulthood as they begin to navigate the wider world on their own. The opening of this new facility will help ensure more young people can stay in a safe and secure place as they transition out of care and towards living an independent life while lowering the high costs of supported housing from third-party providers.”
The opening of Aspire House builds on existing work to provide more local provision, including Oak House, the first in-house children’s home in the borough which opened in Autumn 2025 and offers high-quality nurture and support for our children in care.
