First quarter report highlights strong progress as council delivers results for residents

Residents are benefiting from continued improvements across a wide range of council services, according to the latest Quarterly Assurance Report Q1 2026/27, which will be considered by the council’s Cabinet this week.

The report highlights strong performance against the council's priorities, with 90% of targeted performance indicators rated green or amber and 83% of Council Plan commitments either completed or on track. 

The results show how the council's wider improvement and transformation programme is helping to deliver better outcomes for residents, alongside stronger financial management and a more resilient organisation. 

Among the highlights from the first quarter of 2026/27 are:

  • 97.1% of care leavers living in suitable accommodation, exceeding the council's target
  • 95.3% of Education, Health and Care Plans (EHCPs) completed within statutory timescales, significantly above target
  • A 47% reduction in anti-social behaviour incidents compared with the same period last year
  • Delivering a cleaner, greener and safer borough through action days, food waste campaigns and targeted delivery of 1,800 new food waste caddies
  • Continued reductions in households living in temporary accommodation
  • More permanent frontline staff in both Adult Social Care and Children's Services, helping provide greater stability and continuity for residents
  • Completion of major decarbonisation work at Windsor Leisure Centre, expected to reduce carbon emissions by more than 800 tonnes annually and cut energy costs by up to £100,000 a year
  • More than £600,000 of historic Adult Social Care debt recovered, helping to strengthen the council's financial position

The report also highlights continued progress in strengthening governance, performance management, workforce stability and delivery of the council's Future Shape transformation programme – with 21 transformation projects currently underway, and 17 rated on track.

Cabinet Member for Neighbourhoods, Leisure and Performance, Cllr Mark Wilson, said: "These results show a council that is making real progress and delivering for residents. We've worked hard over recent years to strengthen the council's finances, improve accountability and ensure we are focused on the things that matter most to residents.

“This report demonstrates that those efforts are continuing to translate into tangible results, whether that's improvements for children and young people, stronger adult social care services or progress in tackling homelessness.

"We know there is still more to do, and we remain ambitious for the borough. However, the latest performance results show a council that is increasingly delivering on its commitments, improving services and building strong foundations for the future.”

The report also highlights improvements in areas including community safety, environmental services, public health, children's services and housing, alongside progress in developing a new residents' panel, strengthening performance management and improving the use of data and insight to support decision-making.

The Quarterly Assurance Report Q1 2026/27 will be considered by Cabinet at its meeting on 29 September 2026.
