Under the Freedom of Information Act 2000, or the Environmental Information Regulations 2004 if they apply, I request the following information about the secure cycle parking building at Stovell Road, Windsor (planning reference 23/02143/FULL), and the Active Travel England funding for the Stovell Road and Barry Avenue walking and cycling scheme. Please treat "communications" as including emails, Teams or other chat messages, text or WhatsApp messages held in connection with council business, and notes of telephone calls or meetings.

1. All communications between Cllr Richard Coe and officers between 1 May 2023 and 11 July 2024 about the cycle parking building, including any about cancelling it, relocating it, the cost of relocating it, or any requirement to repay grant funding if it was not built.

2. Any communications between officers and other Cabinet members in the same period about cancelling or relocating the cycle parking building, including any advice on the cost or funding consequences of doing so.

3. The grant offer letter or funding agreement for the scheme, including the amount awarded, the date of the award and all conditions attached, in particular any condition about repayment if part of the scheme was changed or not built.

4. Any correspondence between the council and Active Travel England or the Department for Transport about changing, relocating or removing the cycle parking building, including any change control request and the response.

5. The date the contract with SpokeSafe was signed and the terms of the profit share arrangement.

If any part of this request would exceed the appropriate limit, please treat the items as severable, answer those that can be met within the limit, and advise me under section 16 how the remainder could be refined.
