State visit
His Majesty Sultan Haitham bin Tarik, Sultan of Oman will visit Windsor, as guests of Their Majesties The King and Queen, with preparations beginning on Monday 19 October 2026. Find out more.
I would be grateful for the following information about four types of provision:
A. Supported living for adults aged 18 to 64 with a learning disability, autism or a mental health need
B. Children's homes registered with Ofsted
C. Supported accommodation for young people aged 16 and 17, registered with Ofsted under the 2023 scheme
D. Accommodation with support for care leavers aged 18 to 25, commissioned or spot purchased by the authority under its leaving care duties, whether or not the provision is regulated
Please note at the outset: I am asking only for AGGREGATED and ANONYMISED figures. I am not asking for any information about any individual, any named provider, any named property or any address, and I do not want any personal data. If any single figure below is small enough that releasing it would risk identifying an individual, please suppress that figure and say so, rather than withholding the whole answer.
Please supply the answer in Excel or CSV, with one row or tab per provision type A, B, C and D. A spreadsheet is much more useful to us than a PDF, and it is usually less work for you than writing prose.
For each provision type, and for each of the three complete financial years 2023/24, 2024/25 and 2025/26:
1. The number of placement searches that the authority was unable to complete, or completed only with difficulty. Please use whatever definition the authority already records against, for example a failed search, a search escalated beyond the standard process, or a placement made outside the normal framework or rate. Please state the definition you have used.
2. The number of placements made OUTSIDE the authority's boundary where the recorded reason was an absence of suitable local provision, separated from placements made outside the boundary for any other reason, such as the young person's or adult's own choice, a safeguarding reason, or a specialist service that exists nowhere locally. If the authority does not record a reason, please say so.
3. The property or provision types the authority has found HARDEST to source, in whatever form the authority already records this. If the authority holds this as a ranked list, a sufficiency strategy or market position statement working note, a brokerage report or a commissioning risk log, an extract of that is exactly what I am asking for. Where the authority records the reason a search failed, for example no ground floor accommodation, no self contained unit, no provision that can take a single occupancy placement, or no wheelchair accessible property, please include the count against each reason.
4. The geographical areas within the authority that are PREFERRED for this provision, and any areas that are EXCLUDED or discouraged, with the reason. Ward, postcode district or neighbourhood level is ideal. If the authority operates a saturation policy, a planning restriction, or an area based limit on new provision, please include it and state where it is published.
5. The average weekly cost the authority paid per placement, with the lowest and the highest weekly cost paid, for each of the three years. If the authority records the accommodation or rent element separately from the care or support element, please show them separately.
6. The size of home the authority most needs for new provision of this kind, as the number of bedrooms or places per home, and whether it wants self contained or shared homes, if it records this.
And looking forward, as at the date you answer:
7. The number of places the authority forecasts it will need over the next 12 months, the next 24 months and the next 36 months, for each provision type. If the authority holds this as a single sufficiency or capacity forecast rather than at those three horizons, please supply it in whatever horizons it is held in, and say what they are.
8. Where any of the above is already published, a link is a complete answer and I would be glad to have it instead. Please do not spend officer time recreating something that already exists on your website. If a figure is held only in a report to committee, the report reference is enough.
