Under the Freedom of Information Act 2000, I request the following information about the change in the age threshold for concessionary membership, from 60 to 66 on 1st August, at the Council's leisure centres operated by Leisure Focus. Where Leisure Focus holds this information on the Council's behalf under the leisure contract, I understand it falls within the scope of the Act.

Please provide:

1. Any decision record, report, briefing note or minutes recording the decision to change the threshold, showing the date it was made and the date it took effect.
2. Correspondence between RBWM and Leisure Focus about the change, including any request for, or grant of, Council approval.
3. The provisions of the leisure management contract and service specification governing concessionary pricing, and the operator's ability to change prices or eligibility.
4. Any equality impact assessment or other impact assessment relating to the change.
5. Any pricing review, business case or analysis supporting the change, including estimates of the number of members affected and the expected financial effect.
6. Any consultation or communications plan for the change, and copies of any public announcement of it.

The period covered is 1 January 2025 to the date of this request.
