State visit
His Majesty Sultan Haitham bin Tarik, Sultan of Oman will visit Windsor, as guests of Their Majesties The King and Queen, with preparations beginning on Monday 19 October 2026. Find out more.
Please provide the following figures under the Freedom of Information Act 2000. I am sending the same request to councils with adult social services responsibilities across England, to build a national picture of how many working-age adults are supported outside their home council's area, and where more local provision could help people stay closer to home.
Who to count
These definitions follow your Client Level Data (CLD) return to NHS England, so the figures should come straight from your CLD records.
- People: adults aged 18 to 64 on 31 March 2026 receiving long-term support arranged or funded, in whole or in part, by the council on that date, each counted once. Please exclude short-term support, respite and temporary care home stays.
- Setting (CLD service component): residential care ("Long term residential care"), nursing care ("Long term nursing care") and supported living ("Community supported living", not extra care housing).
- Outside the area: the postcode of the person's normal place of residence recorded for CLD lies outside your council's boundary. For a care home, this is the home's postcode; for supported living, the tenancy address.
- Primary support reason: as recorded for CLD.

Small numbers
The totals matter most. If you need to withhold small numbers, please withhold figures in Questions 2 and 3 first, and keep the "All three settings" lines wherever possible. Please show withheld figures as, for example, "<5" with your threshold, and true zeros as 0. A band such as "1-4" is fine.
If this would exceed the cost limit
Please answer Question 1, then Question 2, then Question 3, and tell me which parts you could not answer, rather than refusing the whole request.
