Request

I am writing to make a request for information under the Freedom of Information Act 2000 concerning the council’s arrangements for public toilet cleaning at Kidwells Park, Maidenhead, and the lease/occupational arrangements concerning Jenner’s Caf頡t Riverside Gardens, Maidenhead.
I would be grateful if the Royal Borough of Windsor and Maidenhead could provide the following information:
1.    Kidwells Park public toilets
Please provide the current specification, schedule of rates or other pricing information held by the council concerning the cleaning of public toilets within RBWM parks, including where available the rate attributable to individual toilet locations.
Please include the required cleaning frequency and whether the service includes cleaning chemicals, toilet rolls, other consumables, opening/closing, inspections and replenishment of supplies.
2.    Historic cost of cleaning the Kidwells Park toilets
Please provide the cost to RBWM of cleaning and servicing the public toilets at Kidwells Park for the financial years 2022/23, 2023/24 and 2024/25.
Please identify, where held, the contractor or service provider, the scheduled number of visits per week and whether cleaning materials, toilet rolls and other consumables were included within that cost.
3.    Current contractor cost
Please provide the current cost, allocated contract value, schedule-of-rates price or other recorded cost attributable to cleaning the public toilets at Kidwells Park under the council’s current grounds-maintenance arrangements commencing in 2026.
4.    Proposed 100-per-month rent offset at Kidwells Park
Please provide copies of any calculation, valuation, quotation, assessment, internal correspondence, report, briefing or other recorded information used by RBWM in determining that a 100-per-month rent offset would be appropriate in return for the operator of the Kidwells Park caf頵ndertaking the cleaning of three public toilets.
This should include any calculation relating to the operator being expected to provide cleaning chemicals, toilet rolls or other consumables.
5.    Comparison with contractor costs
Please provide any assessment or recorded information comparing the proposed 100-per-month arrangement with the cost to RBWM of having its grounds-maintenance contractor, cleaning contractor or another third party undertake the equivalent work.
6.    Jenner’s Caf頦#8211; Riverside Gardens
Please provide the Heads of Terms and/or proposed or agreed lease or occupational terms associated with the council decision dated 14 July 2026, reference 658, “Lease renewal of Cafe unit in Maidenhead.”
In particular, please provide recorded information showing:
o    the proposed/agreed annual rent;
o    the length of the lease or occupational agreement;
o    any rent-free period, rent reduction, credit or set-off;
o    any break or redevelopment provisions;
o    responsibility for cleaning, maintaining and repairing the public toilets;
o    responsibility for providing cleaning materials, toilet rolls and other consumables;
o    responsibility for grounds, grass, hedges, patio or other public areas;
o    arrangements concerning the car park and crazy golf, where these form part of the agreement; and
o    any financial allowance, rent reduction, set-off or other consideration provided in return for undertaking any of these obligations.
7.    Valuation supporting decision 658
Please provide the property valuation, rental assessment, financial appraisal or other recorded information relied upon when RBWM determined that renewing the caf頬ease represented the “Best commercial outcome for RBWM.”
8.    Comparison of toilet obligations
Where the cleaning or maintenance of public toilets has been taken into consideration when calculating rent or other consideration at either Kidwells Park or Riverside Gardens/Jenner’s Caf鼯b>, please provide the monetary value attributed to those obligations and the methodology used to calculate that value.
9.    Supporting documents
Please provide the officer report, briefing papers and other supporting documents used in reaching decision reference 658 of 14 July 2026.
