[..] please urgently provide copies of all correspondence and other communications between the Council/its officers and Mr [redacted]/his agents in connection with this matter from and including the Council’s instruction to halt the works. This request includes any communication which alters, qualifies, withdraws or otherwise comments upon that instruction or the Council's ongoing investigation. To the extent that any such communication was made orally, please also provide any contemporaneous notes, records or minutes of that communication.
For the avoidance of doubt, we make this request pursuant to the Freedom of Information Act 2000 and, insofar as the requested information constitutes environmental information, the Environmental Information Regulations 2004.
Given the significant public interest in understanding the handling of this matter, particularly in circumstances where works appear to have continued notwithstanding the Council's previous instruction that they cease, our clients request that the Council adopts the fullest possible approach to transparency. If the Council considers that any responsive information engages an exemption or exception, our clients request that exempt information be redacted only to the extent strictly necessary and that all remaining information be disclosed. Where information is withheld, please identify the exemption or exception relied upon and provide sufficient particulars to explain why it applies.
