I am requesting information under the Freedom of Information Act 2000 concerning the commercial occupation and operation of parts of Alexandra Gardens, Barry Avenue, Windsor, SL4 5JA, particularly the mini-golf/adventure golf and children's amusement rides/fairground traditionally associated with Edwards Amusements and/or John Edwards.
I understand that Alexandra Gardens is council-controlled land and that commercial amusement activities have operated there for many years.
Please provide the following information:
The name of the current tenant, licensee, concessionaire or other commercial operator occupying or authorised to use the part(s) of Alexandra Gardens used for: a) the mini-golf/adventure golf; and b) the children's amusement rides/fairground.
The legal nature of the current agreement(s) with the council – for example, lease, licence, concession agreement, management agreement or other arrangement.
The commencement date and contractual expiry date of each current agreement.
Any contractual break clause, renewal option, extension provision or other provision which could extend or shorten the term.
Whether the current agreement(s) are still in force as at August 2026.
Whether the council has received notice from the operator to terminate, surrender, assign or otherwise alter the agreement(s).
Whether the council has served any notice of termination, breach, forfeiture, surrender or non-renewal in relation to either operation.
Whether the agreement(s) permit assignment or transfer of the business/occupation to another operator, and whether council consent would be required.
Whether the council intends to re-let, re-license, tender or otherwise make either site available to another operator when the current agreement expires or terminates.
If a future tender, lease, licence or concession process is planned or anticipated, please provide the expected date or timescale, if known.
Please provide copies of any current or most recent publicly disclosable lease, licence, concession agreement, tender document, heads of terms or similar document relating specifically to the mini-golf/adventure golf and/or children's amusement rides at Alexandra Gardens.
Please provide copies of any council committee report, officer report, decision notice or other document from 2010 onwards which records: a) the granting, renewal or extension of the agreement for the mini-golf/adventure golf; b) the granting, renewal or extension of the agreement for the children's amusement rides/fairground; or c) the council's decision regarding the future of either operation.
Please provide the annual rent, licence fee, concession fee or other payment due to the council under the current agreement(s), if this information is held and is disclosable. If disclosure of the precise amount is considered commercially sensitive, please provide the applicable annual amount as a range or explain the exemption relied upon.
Please identify the council department/team currently responsible for managing the relevant commercial property agreement(s).
For clarity, I am particularly interested in establishing the current contractual expiry date of the agreement(s), whether they remain in force in 2026, and whether the council expects the site to become available to another operator.
