Your response states that “equality considerations form part of the decision-making framework applied” and that the Council has not identified evidence of a specific discriminatory effect.
I would therefore be grateful if you could identify, or direct me to, the specific equality assessment, report, decision record or other evidence on which that conclusion is based, particularly in relation to the AL39 highway arrangements and the different groups of users identified in my original correspondence.
I am not seeking disclosure of privileged legal advice. I am simply seeking to understand the evidential basis for the Council's conclusion that the PSED was properly discharged.
