I am writing to make a further request under the Freedom of Information Act 2000 concerning the air handling units (AHUs), ventilation systems and recent decarbonisation works at Windsor Leisure Centre.
This request follows your response to FOI003238 dated 24 July 2026. That response stated that there was no air handling service in winter 2025 because of a complete overhaul/replacement of the AHUs as part of the Leisure Energy decarbonisation project.
I would therefore be grateful if you could provide the following information.
1. AHU identification
For each air handling unit that existed immediately before the decarbonisation works, and each replacement/new unit, please provide where held:
• Make and model
• Asset/reference number
• Area of the leisure centre served by the unit
• Whether the unit was replaced, overhauled or retained
2. Replacement and commissioning dates
For each AHU that was replaced or substantially overhauled, please provide:
• Date the existing unit was taken out of normal service
• Date it was removed, where applicable
• Date the replacement unit was installed
• Date the replacement unit first became operational
• Date of initial commissioning
• Date of final commissioning/sign-off
• Date of practical completion, where different
3. Reduced air-handling performance during winter 2025/26
Please provide records held by RBWM concerning reduced air-handling or ventilation performance at Windsor Leisure Centre between 1 October 2025 and 31 March 2026.
This should include, where held:
• AHU faults and breakdowns
• BMS alarms relating to AHUs or ventilation
• Reports of reduced ventilation capacity or performance
• Contractor reports concerning ventilation performance
• Internal reports or correspondence concerning ventilation problems
• Records of temporary ventilation arrangements
• Complaints concerning air quality, excessive humidity, condensation, temperature or ventilation
• Records showing how long any reduction in air-handling performance lasted
4. Monitoring information
For the period 1 October 2025 to 31 March 2026, please provide recorded monitoring information held relating to the swimming pool hall(s), including:
• Air temperature
• Relative humidity
• CO2 levels, if monitored
• Airflow or fan-performance readings, if recorded
• AHU operating hours, if recorded
• Relevant BMS alarm/fault logs
If providing the raw BMS data would exceed the appropriate cost limit, please provide any reports, summaries or extracts already held that contain this information.
5. Risk assessments and continued operation
Please provide copies of any risk assessments, operational assessments, method statements or similar documents concerning the continued operation of Windsor Leisure Centre while the existing AHUs were being removed, replaced, overhauled or operating at reduced capacity.
Please also provide any documents setting out measures introduced to manage air quality, humidity, ventilation or other associated risks during these works.
6. Commissioning and performance testing
Please provide copies of the commissioning certificates, commissioning reports, performance test results and final sign-off documentation for the new/replacement AHUs.
Where applicable, please include records showing that the installed systems achieved their specified airflow, ventilation and heat-recovery performance.
7. New AHU maintenance requirements
Please provide:
• The planned preventative maintenance schedule for the new AHUs
• The required servicing frequency
• Relevant manufacturer maintenance/service requirements held by RBWM or its leisure operator
• Details of which organisation is responsible for servicing and maintaining the new equipment
8. Historic servicing records
Your response to FOI003238 stated that records prior to 2021 were not accessible because they were held by a different operator who is no longer operating at the leisure centre.
Please therefore confirm:
• Which former operator held those records
• Whether the records were requested or transferred when the operating contract changed
• What searches have been undertaken by RBWM and/or the current operator to locate them
• Whether RBWM holds any relevant historic information within its own asset-management, property, facilities-management or contract-management records
• Whether plant-room logbooks containing historic servicing information still exist
• Whether any historic servicing information was obtained or reviewed as part of the surveys and condition assessments undertaken before the decarbonisation project
9. Pre-project condition assessments
Please provide copies of any condition surveys, technical assessments or reports concerning the existing AHUs that were prepared or relied upon when deciding to replace or overhaul them as part of the Windsor Leisure Centre decarbonisation project.
This should include documents recording the condition, age, maintenance requirements, defects or remaining service life of the existing AHUs.
10. Project handover
Please provide any handover documentation relating specifically to the new AHUs, including the date on which responsibility for the completed systems transferred from the contractor/project team to the leisure operator or maintenance contractor.
