Re: the outcome of the investigation under case reference 26/00725/ODOCOM and the decision to close the case.
So that I hold a complete record of the investigation and its methodology, I request copies of the following records. To the extent any of this information is environmental information, please treat this as a request under the Environmental Information Regulations 2004.
1. The odour diary sheets or attendance notes completed by officers for all 16 visits referred to in your letter, covering the period 18 March to 25 June 2026, including for each visit the date, start and end time, duration, officer attending, locations assessed, odour intensity ratings recorded, and all comments.
2. The odour intensity scale used by officers, including the written definitions of each point on the scale referred to in your letter and in the comparison document (for example the meaning of ratings 1/6 and 2/6).
3. Any written methodology, procedure, guidance or protocol followed by the Environmental Protection team when carrying out odour assessments in this investigation.
4. Any weather, temperature or wind direction data recorded during the visits or relied upon in the assessment.
5. Any record of how visit dates and times were selected, and any record of consideration given to carrying out visits in the evening, at night or at weekends.
6. Any record of whether any of the 16 visits were notified in advance to Serco or its staff, and copies of any correspondence or communications with Serco or its representatives relating to this investigation.
7. The cumulative assessment referred to in your letter, in which the results of the visits were combined, including any working, analysis or notes supporting the conclusion reached.
8. Any record of the legal test applied in reaching the determination, including any record of how the prejudicial to health limb of section 79(1)(d) of the Environmental Protection Act 1990 was considered, and any record of how the likelihood of the odour recurring was considered.
9. Any internal correspondence, case notes or file records relating to the decision to close the case.
