I am writing to make a request for information under the Freedom of Information Act 2000.
I would like to request the following information in relation to your authority’s contract(s) with Wise Environmental Enforcement Ltd:
Where requested information constitutes environmental information for the purposes of the Environmental Information Regulations 2004, please treat this request accordingly.
1. Confirmation of whether you currently hold a contract with Wise Environmental Enforcement Ltd.
2. The start and end dates of the contract, including any extension options and break clauses.
3. The total contract value and details of the payment structure (for example, fixed fee, commission-based, or a hybrid arrangement).
4. A copy of any service level agreements within the contract.
5. Details of the procurement process used to award the contract.
6. Any agreed performance indicators, KPIs, or monitoring arrangements associated with the contract.
7. Details of any financial arrangements relating to revenue sharing, commission, or incentive mechanisms.
8. The total income generated under the contract to date, including any breakdown between the authority and the contractor.
9. Copies or summaries of any performance reviews, audits, or evaluations of Wise Environmental Enforcement Ltd conducted within the last two years.
10. Details of any complaints received relating to the activities of Wise Environmental Enforcement Ltd, and any actions taken as a result within the last two years. Anonymised/statistical data is acceptable.
11. The number of representations (appeals) to FPNs issued and the proportion of those notices cancelled as a result of representations within the last two years. Anonymised/statistical data is acceptable.
12. The number of FPNs resulting in court action and the number of those court actions resulting in successful prosecutions within the last two years. Anonymised/statistical data is acceptable.
13. Details of any mechanisms in place where minor offences can be dealt with by way of a warning and/or education as an alternative to issuing a FPN, and any data you have which shows how often this is implemented.
14. Confirmation that each individual officer has written authorisation from the council to issue FPNs on behalf of the council and how often these authorisations are reviewed/updated. I am not seeking personal details, merely confirmation of process.
15. A copy of the Invitation to Tender (ITT) document.

Waste Investigations Support & Enforcement Ltd (WISE)
Please treat my request as referring to that company.
