I am writing to submit a formal request for information regarding the underpass that runs beneath Goslar Way from Vansittart Road, adjacent to Vansittart Skate Park.
This underpass previously featured a professionally painted mural. Following an incident of graffiti, RBWM contractors covered the entire mural, including the ceilings and both ends of the underpass, with dark grey paint. Today, May 13th, 2026, council contractors began jet-washing the grey paint off the mural under the supervision of Cabinet Member and Local Councillor Mark Wilson.
Please provide the following information:
1. What was the initial cost of the mural?
2. What assessment was conducted regarding the damage caused by overpainting the mural with grey paint?
3. What is the total monetary cost of repairing and restoring the mural?
4. Who is liable for these restoration costs?
5. Was there any cost incurred by RBWM? If so, please specify the amount?
6. Has the mural been fully restored to its original state with no remaining traces of the grey paint?
7. Who authorized or instructed the council contractor to paint over the mural initially?
8. Please provide a copy of the signed and dated works order, as well as any correspondence between the Council and the contractor regarding this issue.
9. Is the damage to the mural covered by liability insurance held by the Council or the individual who issued the works order, the council contractor, or the Cabinet member?
10. What actions have been taken to ensure such damage does not occur again in the future?
