The Council's Five Year Housing Land Supply Position Statement (July 2025) has a base date of 1 April 2024. The Council will by now hold actual completions data for the 2024/25 monitoring year (which ended on 31 March 2025), against the stepped housing requirement of 1,400 net dwellings for that year set out in Policy HO1 of the Borough Local Plan (2022).
Separately, paragraph 78(c) of the National Planning Policy Framework (December 2024) introduces a 20% buffer for decision-making purposes from 1 July 2026 where a local planning authority's adopted annual average housing requirement is 80% or less of the most up-to-date local housing need (LHN) figure calculated using the standard method.
I should be grateful for the following information.
Information requested
The total net housing completions in the Royal Borough for the monitoring year 2024/25 (1 April 2024 to 31 March 2025), and a comparison against the stepped housing requirement of 1,400 net dwellings for that year in Policy HO1 of the Borough Local Plan (2022).
A schedule of net housing completions in 2024/25 broken down by site, including in particular any completions on the Borough Local Plan allocations listed in Appendices 2.1 and 2.2 of the Position Statement (July 2025), and any completions on sites included in the Brownfield Register that contributed to the Council's claimed five-year supply.
Any draft Authority Monitoring Report (AMR) covering the 2024/25 monitoring year, or any internal completions monitoring report covering that year.
Any internal projection or forecast of 2025/26 housing completions currently held by the Council.
The Council's most recent calculation of the cumulative net housing surplus or shortfall against the Borough Local Plan stepped housing requirement as at 31 March 2025.
The Council's most recent calculation of the local housing need (LHN) figure for the Royal Borough using the standard method, as updated by the December 2024 NPPF and the latest Planning Practice Guidance.
In respect of that calculation, the housing stock figure used (and its source), the affordability ratio applied (and its source), and the resulting annual housing need figure.
Any internal advice, opinion, officer assessment or external advice held by the Council on whether the Borough's adopted housing requirement under Policy HO1 (an annual average of approximately 712 dwellings, falling to 775 dwellings per year from 2026/27) is 80% or less of the standard method LHN figure for the purposes of paragraph 78(c) of the NPPF.
