John West House: operating model and MoU

I request the following information relating to John West House.

Scope: all requested information relates to the period 1 January 2025 to the date of this request. The officers whose records are most likely to hold the information are Amanda Gregory (Assistant Director Housing & Public Protection), Andrew Durrant (Executive Director of Place Services), Chris Joyce (Assistant Director of Placemaking, Partnerships and Sustainability), and Chris Pearse (Senior Asset Manager), together with any correspondence copied to or from Cllr Catherine Del Campo in her capacity as Cabinet Member for Housing Services, Housing Delivery & Health.

1. Operating model

Emails, briefing notes, internal reports, options appraisals, decision papers, and meeting minutes that discuss or consider the operating or management model for John West House, including but not limited to:

a. direct in-house management by RBWM;
b. management through any company wholly or partly owned by RBWM (including any Teckal company or local authority trading company);
c. management through an external provider;
d. any combination of the above, including arrangements covering the temporary accommodation and rough sleeper accommodation elements separately or together.

2. Memorandum of Understanding

a. A copy of any Memorandum of Understanding (MoU), Heads of Terms, or similar non-binding agreement entered into, drafted, or discussed between RBWM and any third party (including any wholly or partly RBWM-owned entity) in relation to the future operation or management of John West House.

b. All emails, briefing notes, and meeting minutes referencing the drafting, negotiation, signing, variation, or withdrawal from any such MoU.

3. Identity of the counterparty

Please confirm the identity of the "supplier" referred to in the Cabinet Member's written reply of 21 April 2026, specifically whether that entity is:

a. an independent third party unconnected to RBWM;
b. a company wholly or partly owned by RBWM;
c. any other form of entity (please specify).

If you consider the identity exempt under any provision of FOIA, please specify the exemption and, where applicable, the outcome of the public interest test.

4. Communications following withdrawal

All emails, briefing notes, and meeting minutes referencing the decision of the counterparty not to proceed, including any internal assessment of the reasons for that decision and any discussion of consequences (financial, operational, reputational, or procurement-related).
