I am writing to request information under the Freedom of Information Act 2000 regarding the council’s duties under the Mobile Homes (Requirement of Site to be a Fit and Proper Person) (England) Regulations 2020 (“the 2020 Regulations”).

1.    Fit and Proper Person (FPP) register
a) Please confirm whether the council currently publishes a register of persons who are deemed fit and proper to manage relevant protected sites, as required by the 2020 Regulations.

b) If so, please provide:
•    A link to the published register; and
•    The current number of entries on the register.

c) If no register is currently published, please confirm:
•    The date on which the council first became aware that it was required to publish a register under the 2020 Regulations;
•    The reasons why a register has not been published; and
•    Any internal reports, legal advice (in summary form if necessary), or decision records relating to that position.

2.    Sites within the borough requiring FPP applications
Please provide a list of all relevant protected sites within the Royal Borough that require a fit and proper person to be registered under the 2020 Regulations.
For each site, please confirm:
•    The name and address of the site;
•    The current site licence holder;
•    Whether an FPP application has been received;
•    The date of the application (if applicable);
•    Whether the application has been determined;
•    If determined, the outcome and date of decision;
•    If not determined, the current status and reason for delay.

3.    Strande Park
In relation specifically to Strande Park:
a) Please confirm:
•    The current site licence holder;
•    Whether an application to transfer the site licence has been determined, and if so, the date of determination and outcome;
•    Whether an FPP application has now been determined, and if so, the date and outcome.

b) If any FPP application relating to Strande Park remains undetermined, please confirm:
•    The date the application was received;
•    The reason it has not yet been determined;
•    The current expected timetable for determination.

4.    FOI reference FOI002144
The response to FOI002144 (dated 7 November 2025) stated that only one person was on the FPP register at that time.
Please confirm:
•    The number of persons currently on the FPP register as at the date of this request;
•    The date on which any additional entries were added since 7 November 2025;
•    Whether any applications have been refused since that date, and if so, how many.

If any of the requested information is considered exempt, please provide the relevant exemption(s) relied upon and the reasons for their application.
