I am writing to submit a request under the Freedom of Information Act regarding off-street parking finances.

Please provide the following information for the financial years 2023/24, 2024/25, and 2025/26 (using actual figures where available and budgets otherwise).

Please ensure these figures relate solely to off-street parking, isolated from on-street or enforcement data:

 - Gross Revenue: Budgeted and actual gross revenue for off-street parking (surface, undercover, and multi-storey), broken down by pay-and-display/cashless, permits/season tickets, lettings/rents, and any other income streams.

Please reference published sources or confirm if these figures cannot be separated.

 - Net Position: The net surplus or deficit on off-street parking operations after all related expenditure (e.g., maintenance and enforcement).

 - Allocations: The amounts and purposes of any surpluses transferred to the general fund, reserves, non-parking debt servicing, or other unrelated areas, including relevant dates and cabinet or policy references.

 - Policy: The current policy regarding off-street parking income, specifically concerning hypothecation or ring-fencing for maintenance versus general fund treatment.

 - Maintenance and Capital Works: A summary of maintenance, repairs, or capital works on off-street car parks funded by parking revenues since May 2023.
