Under the Environmental Information Regulations 2004, I kindly request all information held by the Council relating to the assessment of the Agricultural Hay barn at Ross field, Poundfield, Cookham (23/01985/AGDET), as permitted development and any related enforcement considerations (25/50262/ENF).
This request includes, but is not limited to, the following information:
• Information relied upon to determine the nature, scale, and intensity of agricultural use of the agricultural unit at the time of the 2023 prior notification and since.
• Any assessment, evidence, assumptions, or analysis used to conclude that the barn was “reasonably necessary” for the purposes of agriculture on that unit.
• Any consideration of the functional relationship between the barn and the agricultural unit on which it is situated, including whether the storage of hay within the barn was reasonably necessary to support agricultural activity taking place on that unit, as opposed to serving agricultural activity or livestock located on a separate agricultural holding
• Any assessment of information indicating that hay stored within the barn is transported to or primarily used in connection with another agricultural unit, and how that information was taken into account when assessing permitted development status
• Records of site visits, officer notes, internal correspondence, emails, reports, or working documents addressing agricultural need, functional justification, or reasonably necessary use
• Any consideration of representations or evidence submitted by neighbouring residents that contradicted or questioned the information provided in the prior notification, including records of how such representations were evaluated or weighed
• Enforcement investigation records, case notes, priority assessments, internal correspondence, and any conclusions reached regarding expediency, likelihood of enforcement action, or lawfulness of the development
This request includes information held in draft or informal form, internal correspondence, and information created or held prior to any final, formal, or public decision.
