1) Please can you provide the end destinations (material offtakers) for all of the recycling and waste materials collected at the council's Waste Transfer Station on Vicus Way
2) Please can you provide the end destinations (material offtakers) for all of the recycling and waste materials collected at the council's Civic Amenity Site on Vicus Way
3) Please can you provide the end destinations (material offtakers) for all of the recycling and waste materials collected at the council's Household Waste Recycling Centre on Vicus Way
3) Where multiple offtakers are used for a recycling or waste material stream, please can the names and locations of suppliers and sites be provided?
4) Does the council audit the waste trail of these materials?
5) Is evidence provided of the end destinations, and the rates achieved by their sale, or the costs associated with their disposal?
6) What is the current 'pass back' arrangement held between the Council and Serco for the sale of these types of materials?
7) What materials are collected at these sites that the Council is solely responsible for the funding the disposal of?
8) Which third-party hauliers are used by Serco to move the bulk materials from the Waste Transfer Station?
9) What IT system is used in the weighbridge of the Waste Transfer Station to record the weights of the vehicles?
10) How often is the weighbridge calibrated?
11) Is there a fire management/suppression system installed in the Waste Transfer Station? And if so, who owns it, the Council or Serco?
12) Is there a odour management/suppression system installed in the Waste Transfer Station? And if so, who owns it, the Council or Serco?
13) What pest control measures are used in the Waste Transfer Station, Household Waste Recycling Centre, and Civic Amenity site?
14) Have there been any recorded breaches to the Environmental Permit of these sites since Serco started the contract in 2019?
15) Have there been any Improvement Conditions or Enforcement Notices regarding the Environmental Permit of these sites since Serco started the contract in 2019?
16) Can the Council provide a copy of Serco's written management system for these sites, which are a condition of their EA permit?
17) What was Serco's successful bin collection rate for 2025 for residents? And, how is this calculated?
18) Does Serco deploy any commercial waste collection services from the Council's depot or sites under the current contract they hold with the Council? If so, are the customer contracts held by Serco or the Council?
19) How does the council ensure that only local residents use the Household Waste Recycling Centre and Civic Amenity site? If any form is system (software, ANPR, gates, e-permit, printed permit or otherwise) is used to limit site access to only local residents, please can the Council provide detail?
20) What social value does Serco currently deliver as part of their contract with the Council, and can all relevant social value information be provided? If an Annual Social Value Report is produced, can this also be provided?
