Refuse Collection North Dean

Regarding a complaint which seems to have stopped Serco from collecting refuse from North Dean. Until 12th November when a 'temporary' collection point was put in place, the last refuse collection was 3rd October. The complaint seems to be the catalyst for the debacle. The information we request/require is

1. When was the complaint made
2. Was the complaint in writing or verbal
3. Was it a resident within the vicinity (i.e. North Town Road, Ray Mill Place (North Town Road) Ray Mill Place (North Dean) North Dean, who made the complaint.
