Request

At the request of Cllr Geoff Hill on 26 Aug 2025, RBWM installed a Speed Indication Device (SID) on Vicus Way for about one week, then removed it with no follow-up action or published results. This shows the Council collects speed evidence but does not translate it into enforcement or design changes (TROs, no-loading, targeted patrols, Police liaison). Please disclose the SID dataset and explain any actions taken.

For each claimed patrol (at Vicus Way recycling site), please provide: CEO ID; start/finish times; patrol mode; GPS or handheld route trace or AVL; any BWV or photo timestamps even if no PCN was issued; and a list of Regulation 10 postal PCNs for drive-aways. Commit to 12-month retention and weekly summaries for Vicus Way.

Please treat the items below as a fresh EIR or FOI request and confirm a single reference number covering the whole set. Provide data from 1 January 2021 to present in CSV or Excel with field dictionaries.
Capacity and throughput
1.    Daily or weekly throughput tonnages by waste stream.
2.    Queue lengths and average vehicle dwell times on site by hour.
3.    Design capacity or any capacity studies vs measured throughput.
4.    Rejections or diversions due to capacity.
5.    Door-open durations per bay if logged; otherwise any shift logs of door or roller use.
Odour controls and outages
6) Atomiser or odorant system maintenance logs, outages or downtime, and spare-parts lead times.
7) Odour Management Plan versions or updates and internal audits.
8) Complaints register (date and time, location, action taken) and all officer attendance notes with timestamps, duration on site, wind direction and speed, and temperature.
9) Meteorological data used by RBWM during attendances.
Vehicles and contamination
10) Vehicle-wash logs and yard-parking records including overnight, by operator (Serco, Heverin, Lanz) and registration.
11) Leachate or residue incident logs, including clean-up times and photographs.
12) CCTV coverage plan and footage retention policy for the yard and entrances.
Compliance and escalation
13) All non-compliance reports, warning letters, improvement notices or abatement notices considered or issued.
14) Correspondence with the Environment Agency about odour or capacity.
15) Contract-management correspondence with Serco, Heverin or Lanz about speeding, idling, parking, contamination, or driver conduct; any financial deductions or penalties applied or considered.
16) Parking patrol records for Vicus Way: CEO IDs, patrol dates and times, Regulation 10 postal PCNs issued, and any GPS or handheld audit logs.
17) Fee schedule and monthly anonymised summaries for Vicus Way speed data since 1 Jan 2021 (confirm the Reg 8 EIR basis and the exact fee).
18) Full dataset and report for the Speed Indication Device (SID) deployment on Vicus Way installed at the request of Cllr Geoff Hill circa 26 August 2025 and removed after approximately one week:
•    Exact installation and removal dates/times
•    Device location with GPS coordinates and facing direction
•    Device make, model, and calibration certificate
•    Complete raw dataset including:
o    Individual vehicle detections with timestamp and speed
o    Vehicle counts by direction and speed bin (5 mph increments)
o    Daily and hourly summaries
o    85th percentile speeds by day and time period
o    Maximum recorded speeds with timestamps
•    Any internal analysis, reports, or briefing notes generated
•    Actions taken or planned based on the data
•    Reason for removal after only one week
If charging under EIR Reg 8, provide itemised cost breakdown and confirm no redactions will be made to the raw data.
Please acknowledge and assign an EIR or FOI reference in your Stage-2 response. If any items are refused, cite the specific EIR exception and provide partial disclosure of non-exempt fields.
Please preserve and, if disputed, disclose the following for the periods covering the events cited in this complaint:
•    RBWM and Serco site-entrance CCTV and yard cameras; CEO body-worn video; patrol GPS/handheld logs; any Regulation 10 postal PCNs.
•    Operator and contractor telematics (speed, location, engine-on time) for Serco fleet and Heverin/Lanz vehicles using Vicus Way.
•    The SID deployment dataset for Vicus Way (installed c. 26 Aug 2025), including raw counts, speed bins, 85th percentile speed, and any internal analysis.
•    Door-open logs, atomiser run logs, vehicle-wash logs, and any incident records for residue/leachate.
