Under the Freedom of Information Act 2000, I would like to request the following information relating to your council's parking operations, covering the past three full financial years (2022/23 to 2024/25). This request excludes the current financial year.
1. Parking Income Breakdown
Please provide a breakdown of budgeted and actual income by year and by category, using the table below as a guide. This should include, where applicable, both on-street and off-street parking revenue streams, along with enforcement-related income (e.g., PCNs, bus lanes, CCTV, etc.).
Every fiscal year a council will be required to submit a balanced council budget, and the parking services will be required to provide a budget of what income they expect to generate. I am requesting what those budgeted forecasts were, and the actuals of what income was generated from each category.

2. Parking Expenditure, Surplus, and Use of Funds
For each of the above years, please also provide:
•    a) Total parking operations expenditure
•    b) Total parking income
•    c) The net surplus or deficit
•    d) How much of the surplus (if any) was used for:
o    Highways improvements
o    Sustainable transport
o    Other ring-fenced legal uses
•    e) The council's overall total budget in each year, to provide proportional context

3. Parking Reserve Fund
•    Does the council operate a dedicated parking reserve fund?
•    If so, please provide the reserve balance at the end of each of the past three fi-nancial years.
•    If available, please also include any drawdowns or contributions made to/from this fund in each year.
