Could you please provide me with details of local planning policy with respect to:

1) Specific guidelines, policies and procedures that the RBWM planning team follow when dealing with planning applications called in by local councillors.

2) Guidelines on when the RBWM planning team should, and should not exercise their right to decline to determine a planning application. To clarify, the legislation gives the local authority the right to decline to determine a planning application under specific circumstances, but not an obligation to decline to determine it. What processes, procedures, policies or guidelines determine whether the local authority exercise this decline to determine option or not?

To clarify this request, I am looking for all associated data for these two items. Please do not take my language to indicate that I want to limit the request to only the types of documents I have specifically indicated in the request.
