Request

While driving eastbound on Clarence Road there is a "KEEP CLEAR" road marking just before the junction of Vansittart Road. This "KEEP CLEAR" marking is located just before the traffic lights, making it impossible to pull to the stop line at the lights.

My request consists of two questions:
1. Why was the "KEEP CLEAR" marking installed?
2. Can you provide a copy of the consultation or reasoning behind the installation of the marking and why it is required?
