A)  How is this contract managed and overseen by RBWM? 
B)  How is the performance of the contractor (Serco) managed? 
C)  How are the contractual obligations of the supplier (Serco) measured? 
D)  Are there penalties in place for non-delivery of services or poor performance? 
E ) Have penalties been applied since the contract was awarded? 
F)  Have the residents who receive this service ever been surveyed to determine the quality of this service?
