The Royal Borough of Windsor and Maidenhead Constitution sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and accountable to local people. Many of these processes are required by law, while others are a matter for the Council to choose.
It contains a number of parts, which set out the rules and procedures governing the Council’s business. The Constitution provides a single point of reference for the overall way in which decisions are made.
The Constitution is maintained and updated by the Democratic Services team alongside the Council's Monitoring Officer. These updates and amendments are usually done via recommendations from the Constitution Working Group to Full Council. The Constitution Working Group is an informal working group and not formally subject to political balance rules, but is representative and considers amendments every quarter from Councillors, Officers and Residents.
Changes to the Constitution will only be:
(i) made by Full Council;
(ii) made by Full Council after consideration of the proposal by the Constitution Working Group established to monitor and review the Constitution;
iii) made by the Monitoring Officer in consultation with the Chair of the Constitution Working Group, where the amendments are of an editorial nature as may seem appropriate to make the Constitution internally consistent, up-to-date and readily understandable.
