Rachel Howard : Executive Director of Resources

Responsible for:

• Finance and procurement.
• Insurance and risk management.
• Pension fund.
• Revenues and benefits.
• Library and resident services.
• Human resources.
• Information technology.
• Corporate projects.
• Corporate transformation.
• Law and governance.

Key tasks involve: 

• Aligning the councils resource planning with the council’s vision and strategic objectives.
• Development and implementation of the council’s short, medium and long-term financial plans.
• Ensure that the council’s services are delivered in the most cost effective and efficient way through the best use of technology, flexible working, financial and staff resources with customers at the heart of what we do.

The statutory responsibilities as the councils’ section 151 officer (Chief Financial Officer) and Monitoring Officer reside within the resources’ directorate.
