Adopted Joint Minerals and Waste Plan

At the Full Council full meeting on Tuesday 22 November 2022, the Council voted to adopt the Central and Eastern Berkshire Joint Minerals & Waste Plan.

The Royal Borough of Windsor and Maidenhead have been working with Bracknell Forest Council, Reading Borough Council and Wokingham Borough Council (collectively referred to as the Central and Eastern Berkshire Authorities) to produce a Joint Minerals and Waste Plan for these areas. Shaped through a series of consultations over the last five years, the Joint Minerals and Waste Plan is a strategic document which will guide decision-making and activities around mineral extraction and waste management across the Central and Eastern Berkshire authorities until 2036.

The adopted Joint Minerals and Waste Plan is now part of the Council’s development plan and will be used to help decide relevant planning applications.

The Joint Minerals and Waste Plan supersedes the Replacement Minerals Local Plan (2001) and the Waste Local Plan for Berkshire (1998).

Any person aggrieved by the adoption of the Joint Minerals & Waste Plan may make an application to the High Court undersection 113 of the Planning and Compulsory Purchase Act 2004 on the grounds that the document is not within the appropriate powers and/or a procedural requirement has not been complied with.

Any such application must be made before the end of the period of six weeks beginning with the day after the relevant date of adoption (22 November 2022). The challenge period for the Royal Borough of Windsor & Maidenhead therefore ends on Tuesday 3 January 2023.

The now superseded Minerals and Waste Plans for the Royal Borough are:

  • The Replacement Minerals Local Plan (Incorporating the Alterations Adopted in December 1997 and May 2001).
  • The Waste Local Plan for Berkshire (adopted December 1998).
