Housing delivery

The Royal Borough monitors housing provision across the borough in terms of net dwelling increase from all sources, including new build, demolitions, conversions and changes of use. The most recent housing delivery data is available below.

Each year the Government undertakes a measure of housing delivery in each plan-making area, called the Housing Delivery Test (HDT). In the case of the Royal Borough that means an assessment for the whole Borough Local Plan area. Following adoption of the Borough Local Plan the Government undertook a re-calculation of the HDT measurement and concluded that the HDT measurement for 2021 was 111%. A copy of the letter from the Department of Levelling Up, Housing and Communities confirming this assessment is included below.

Five Year Housing Land Supply

For planning applications submitted before 19th December 2023, paragraph 77 of the National Planning Policy Framework (December 2023) requires Councils to identify and update annually a supply of specific deliverable sites sufficient to provide a minimum of 5 years’ worth of housing against their housing requirement set out in adopted strategic policies. The Position Statement below sets out the Council’s position in relation to the five year housing land supply for the Borough in July 2023. This indicated that there was a 4.83 years supply.

The Council’s updated position as of March 2024 is that there is a 4.69 year supply. The detail of the Council’s position is set out in its evidence to the Spencer’s Farm Public Inquiry (see Housing Land Supply Proof of Evidence and Rebuttal).

For any planning applications made on or after Tuesday 19 December 2023, paragraph 76 of the National Planning Policy Framework (December 2023) applies to the Royal Borough – i.e. the Council are not required to demonstrate a 5 year supply of deliverable housing sites.
