Every Child Matters: Change for Children is a new approach
to support the well-being of children and young people from birth to age
19. The programme places better outcomes for children at the centre of
all policies and approaches involving children's services.

The programme demands that all organisations that provide services for children work together in more integrated and effective ways.
The need for change was made apparent in Lord Laming's report into the death of Victoria Climbie. The report highlighted a need for all children's services to work together to help every child and young person to achieve his/her goals. The Government has launched a major new reform programme for children's services. The Children Act 2004 sets targets for all those involved with children and their families to make a real difference to children's lives. In particular a strong emphasis is placed on local authorities and partners, such as health, schools and others, to work together to support children and young people achieve their full potential. These new ways of working shift the focus from dealing with the consequences of difficulties in children's lives to early intervention and effective prevention.
The RBWM is developing and implementing tools and processes to support this new way of working. The purpose of this web page is to keep all those concerned with the welfare of children informed of the progress being made towards Integrated Working across the Royal Borough.
