HIGHWAYS ACT 1980 - SECTION 184 VEHICLE CROSSING OF A FOOTWAY OR VERGE
SPECIFICATION
1. GENERAL
a. Minimum entrance width to be 2.5m, if it is intended to provide gates then they should open inwards. If surfacing material of drive and footway are similar then a boundary demarcation line, e.g. footway edgings must be incorporated
b. Maximum gradient of crossing between the carriageway and the entrance to be 1:12.
c. If necessary, drainage must be provided to prevent surface water from the drive flowing on to the public highway.
d. Construction materials to be chosen to match the existing adjacent footpath and kerbing unless otherwise agreed by the Streetcare Officer.
2. LIGHT DUTY CROSSING, suitable for access to a single residential property for cars and light vans.

3. HEAVY DUTY CROSSINGS suitable for access to multiple dwellings and commercial property for heavy goods vehicles in excess of 1.5 Tonnes unladen weight.

In cases where any crossing is required at an access to industrial works, petrol filling station, or other premises attracting heavy traffic, the specification to be employed shall be specifically designed for the site conditions.

7. PIPING OF A DITCH UNDER VEHICULAR ACCESS CROSSING
Where the access crosses a roadside ditch, this shall be piped with (glazed stoneware/concrete) pipes on a carefully prepared bed, free of large stones, which shall conform to the gradient of the existing ditch. The pipes shall be properly jointed with 1:4 cement mortar and laid on, and surrounded with 150mm (6') concrete (6:3:1 mix). The pipes shall project 1 metre (3'0') on each side of the entrance and shall be laid to approved levels and appropriate headwalls shall be provided. In no case shall a pipe of less than 225mm diameter be used. The work shall not be commenced until the levels have been determined and pipes must not be covered until they have been inspected and approved by the Streetcare Manager (or his representative). For details of size of pipe, level and gradients, contact Streetcare Services before any works commence, as the work involved may include a regrading of the ditch on each side of the access. All of the above requirements shall also be carried out in cases where drainage pipes are already located under the crossing.
8. MATERIALS AND WORKMANSHIP
All materials shall conform to the appropriate British Standard and to the DETR's current Specification for Road and Bridgeworks and the workmanship shall be to the satisfaction of to the Streetcare Manager (or his representative), whose decision in every case, shall be final and binding.
9. MAINTENANCE PERIOD
Upon completion of the works, the owner shall, for a period of 24 months, be responsible for the rectification of any constructional faults which may appear.
