Licences can only be granted to a skip company that is registered with the council. To be accepted for registration, the company is required to supply copies of a Public Liability Insurance Certificate for a minimum of £5million; a Waste Carrier's Licence Certificate issued by the Environment Agency and a Goods Vehicle Operator's Licence issued by the Vehicle and Operator Service Agency (VOSA). By applying for registration, the skip company is agreeing to comply with Conditions of Permission, which are part of the Highways Act Section 139

If the skip is to be placed within your property, no licence is required, therefore you may approach any skip company of your choice. Where practicable, skips should be placed within property boundaries.
Where it is necessary to place a skip on any part of the highway (pavement, verge or side of the road), you will need to contact a skip company which, is currently registered with the Royal Borough of Windsor and Maidenhead. The skip company will apply for the necessary licence to place the skip on the highway. The licence operates for a period of up to four weeks.
In some circumstances it may be necessary for us to turn down skip licence applications because the proposed site is considered to be potentially hazardous to the travelling public.
The licence includes a number of conditions for the skip hire company. It is important to remember that skips placed on the highway are potentially hazardous obstructions and should be properly signed and lit at night. Should you see a skip, which is unlit or poorly signed, please contact the Streetcare Department who can insure the skip companies comply with the necessary requirements
