The Royal Borough of Windsor and Maidenhead (RBWM) has reviewed the procurement routes utilised to meet its building works requirements and is now using the pre qualification portal Constructionline as one of the procurement routes. Constructionline is not a mandatory procurement route for RBWM officers and they have the right and availability to use other approved procurement methods should they choose.
Constructionline has been widely utilised by other Local Authorities, and is considered to provide benefits to both Local Authorities and Contractors alike. This document is designed to provide contractors with information and guidance on Constructionline, detailing background details on Constructionline, the uses of the site, and how to register.
By using Constructionline RBWM knows that the vetting process has been completed on our behalf saving us both time and effort. The same principle also applies to contractors.
By registering on Constructionline contractors will not have to submit the same details again and again each time they submit bids for a new piece of work. All that is required is one initial set up on Constructionline providing your companies details and then ensuring they remain fully up to date for organizations such as RBWM to access. This arrangement can be of considerable benefit for small businesses, and it can also make it easier for them to do business with other councils and public sector bodies who also use Constructionline as a procurement route.
Constructionline is the largest supplier accreditation service in the marketplace and has clients from across many public service sectors, such as councils, housing associations, and universities. The service is structured to support the registration of small medium enterprises and new businesses alike.
The Constructionline approach offers significant advantages for contractors seeking to extend their work in the public sector, and is usually far more cost effective than having to keep on completing the same documentation over and over again for each separate bid.
Contractors wishing to register on the Constructionline portal should visit http://www.constructionline.co.uk Click 'Sign-Up' today > 'I'm a Supplier' > Apply online.
If contractors have already registered on Constructionline then they need not re-register. The only action contractors in this category need take is to ensure their details listed on Constructionline are fully up to date at all times for the benefit of the searching authority and the contractor. Failure to keep profiles up to date may result in the profile being suspended.

RBWM is committed to ensuring that new contractors are given ample opportunity to tender for our contracts. Where at least three contractors are to be invited to tender at least two previously unused contractors will be invited to quote. Where five contractors are to be invited to tender at least three previously unknown contractors will be invited to quote.
To select the "unknown" contractors RBWM will run a 'Supplier List' through Constructionline. This is a randomly generated search based on the fields RBWM are searching against for a particular tender. These fields include field of work, work value, location of work, and contractor qualifications.
RBWM may also choose to post opportunities on the Constructionline Opportunities Notice Board, for contractors to view and register their interest in should the opportunities be relevant to their field of expertise.
Once the search has been undertaken Constructionline returns a list of randomly generated contractors that meet the parameters of the undertaken search. From this list RBWM can choose suppliers to tender for our contracts.
