The Core Strategy DPD (the Core Strategy) is at the heart of the Local Development Framework (LDF). It sets out the overall planning vision and framework for the Royal Borough for the period 2006-2026 and beyond. The Core Strategy provides the context within which other parts of the LDF will be prepared and as such will be the first Development Plan Document (DPD) produced by the Council.
It is necessary to ensure that development set out by the LDF can be delivered in the ways envisaged. To ensure this, the LDF has to be soundly based on robust and credible evidence. For more information on the Evidence Base, including forthcoming work, please visit the dedicated webpage.
LDF Options Consultation / LDF Community Consultation March 2009
Community involvement is vital to planning. It is essential that residents and businesses are able to offer ideas about whether and how the Royal Borough should change and how this can be achieved.
To help inform the preparation of the Core Strategy, the council undertook the LDF Options consultation in March to May 2009. The consultation presented information on the requirements placed on the Royal Borough and of constraints and opportunities that could influence a future planning strategy. Key to the consultation was the three density management approaches of higher, moderate and lower density growth. While no further comment is sought on the documents, they can be downloaded below.
A report of the consultation has been prepared outlining the responses received. This is available to view or download below. These results will be used, along with the wider evidence base, to inform the preferred approach to the Core Strategy. This will be refined by further consultation in 2009.
To inform the new Core Strategy and the Delivery & Development Principles DPDs, the Council has prepared the Sustainability Appraisal (SA) framework. This began in February 2008, when the Council published for consultation a joint Scoping Report. Following this consultation, a Revised Scoping Report and Consultation Statement was published. Core Strategy Inspector's Report October 2007
The Council previously submitted a Core Strategy to Government for independent examination in November 2006. The Council received the report of the Inspector on 3rd October 2007. The overall conclusion of the report is that the Core Strategy was 'unsound'. At a meeting of Council on 11th December 2007, it was formally resolved to withdraw the Core Strategy under Section 22(a) of the Planning and Compulsory Purchase Act 2004.
