Structure of the Community Partnership in the Royal Borough

The Community Partnership in the Royal Borough has evolved to consist of a three-tiered structure.

Community Partnership Board

The Community Partnership Board is made up of elected members and the executive directors from participating agencies, voluntary groups and community groups. It provides an overarching strategic framework within which 'Ambition Groups' can operate and deliver against the agreed targets. Specifically, the Board will:

  • Develop and maintain the Sustainable Community Strategy (SCS)
  • Ensure local community needs and aspirations are identified and prioritised - through engagement and representation
  • Support the delivery of the Local Area Agreement (LAA) targets through planning and alignment of resources
  • Be a part of the Partnership's performance management function

The Board meets 4 times each year. Next dates are 28 April, 28 July and 27 October 2009.


Lead Officer Group

The Lead Officer Group is made up of senior representatives from participating agencies, voluntary groups and voluntary groups. The Group will support the Board by bringing together lead officers and Partners from each delivery area (known as Ambition Groups) to:

  • Monitor performance
  • Identify and develop cross-ambition group issues
  • Report performance information to the Board
  • Filter requirements of the Board back to the Ambition Groups

This Group is also a communication link between the Board and Ambition Groups.


Ambition Groups

The Ambition Groups are the delivery mechanism for the ambitions of the Community Partnership.

In 2008 the Community Partnership identified scope to improve efficiency and effectiveness of the Ambition Groups, as the target remit of certain Groups was too wide - leading to disengagement and inefficient use of time. The main change is the split of the 'Thriving, Cleaner, Greener' Group into one Group for 'Economic Vitality & Inclusion', and another for 'Sustainable Environment'. In addition, the 'Safer and Stronger' Group now has two subgroups - one for 'Safer Communities' and another for 'Stronger Communities'.

There are 5 Ambition Groups, which are working groups set up to progress the Local Area Agreement under the following headings:

  • Supporting Children & Younger People;
  • Supporting Adults & Older People;
  • Safer & Stronger Communities;
  • Sustainable Environment
  • Economic vitality & inclusion

These groups meet approximately 8 times each year.


Wider Community

Ideas, community initiatives, local schemes and views of users feeding into the process through consultation and communication via the Royal Borough and partner organisations.
