YOU ARE HEREBY SUMMONED TO ATTEND the Meeting of the Council of the Royal Borough of Windsor & Maidenhead to be held in the Council Chamber at the Town Hall, Maidenhead, on Tuesday 22 June 2010 at 7.30 pm for the purpose of transacting the business specified in the Agenda set out hereunder.

5. PUBLIC QUESTIONS

Mr Adam Bermange of York Road, Maidenhead, will ask the following question of Councillor Rayner, the Lead Member for Highways and Streetcare:

I am concerned about the continued poor state of many roads within the ward of Oldfield. Would Councillor Colin Rayner please give an update on when he expects resurfacing or patching works to be undertaken on Norreys Drive?

6. PETITIONS

To receive any petitions presented by Members on behalf of registered electors for the Borough under Rule A.10. Councillor Dudley has given notice of his intention to present a petition.

7. NEW GOVERNANCE ARRANGEMENTS (106KB PDF) - To consider a report on proposed new governance arrangements, in accordance with the provisions of the Local Government and Public Involvement in Health Act 2007.

8. PETITION SCHEME (21KB PDF)

To consider a report on a proposed new petition scheme for the Council, in accordance with the provisions of the Local Democracy, Economic Development and Construction Act 2009.

10. MOTIONS ON NOTICE

To consider the following Motions submitted under Rule A12 (procedural note enclosed):-

a) by Councillor Walters

The House of Commons, London City's Hall, and over 60 local authorities have a policy of sourcing only barn or free-range eggs in their catering facilities. They have recognised it is important to support cage-free farming systems rather than battery farming.

This Council resolves to have a policy of sourcing cage-free eggs for all catering provided by the Council, including local services such as social services, schools and care homes

b) by Councillor Mrs Newbound

This Council believes in the importance of re-use to ensure waste minimisation.
Several Councils encourage community furniture projects which enables re-use of bulky items.

This Council resolves to investigate setting up a similar scheme for the benefit of Royal Borough residents.

c) by Councillor Baskerville

This Council notes the importance Bray Studios has been in the borough, and the possibility that the existing site could be redeveloped.

It therefore resolves that any change of use should be formally considered by this Council.

d) by Councillor Beer

This Council notes the frustration of its Members, Parish Councils and the public at the inequity and injustice created by Certificates of Lawfulness under recent development control legislation whereby only national planning policies are considered and key policies enshrined in the Local Plans or Local Development Frameworks of Local Planning Authorities, approved by the Secretary of State, are ignored.

This Council resolves to seek action by the Local Government Association to promote changes in the relevant legislation to ensure that local planning policies such as Green Belts, Areas of Outstanding Natural Beauty and Development in Flood Risk Zones can be enforced under Certificates of Lawfulness. Furthermore, other Councils and local MPs be asked to support this action.
